Yes.  What is required is commitment on the part of management.  Once the infrastructure is established, I believe that faculty will for the most part embrace the technology.

I don't think it will close in the near future because of those who are not sensitive to the fact that there is a digital divide and the fact that it effects minorities mostly.

I am not sure if it will close or not but the only way for us to see if it will is to take the proper actions to enforce the advancement of materials needed for students at HBCUs to acquire the knowledge of those other higher institutions

I am not confident about a particular time frame, but I do believe that with the early exposure of students to the use of technology--the gap will eventually become extinct.
