Conference Title and Theme

The title of the Fourth HBCU Digital Divide Conference is  A Summit Conference on Accelerating the Closing of the Digital Divie on HBCU Campuses. This event is sponsored by the AOL Time Warner Foundation Digital Divide program through a grant to Tennessee State University, Nashville TN.  

This  final conference under this project will be hosted by Jackson State University at the JSU E-Center, which is located two miles southwest of the main JSU campus.

The "digital divide" refers ominously to the differences in access to, and use of, technology.  The equivalent of a "divide" exists among HBCUs according to two published reports since 1999.  Notably, in March 2001, legislation was introduced in the House (HR 414) and in the Senate (S 1034) that "...may help minority-serving institutions address the digital divide.

The objective of this conference is reflected in its theme, which is "Accelerating the Closure of the Digital Divide on HBCU Campuses".  In particular, other academia are moving to Internet 2, broad band, E-commerce, distance education, and other technology-driven areas as many HBCUs push for basic campus network infrastructures. To close this gap, there is a need to accelerate the pace of events on HBCU campuses.

Who should attend?

This conference is targeted to high-level decisionmakers at HBCUs in the administrative, fiscal, academic, technology, and research areas; this includes management, administrators and faculty. High-level management from industry, other academia, and other stakeholders should attend. HBCU students are especially welcomed, as are students from all other academia.

Background Events:

The first HBCU Digital Divide conference was held in Atlanta on October 29 - 30, 2000.  This event  yielded excellent feedback from  HBCU CEOs, administrators, faculty,  students, industry and government, which  is documented in the 1st Conference Proceedings (Atlanta).

The second event of this project was held at the 26th Annual Conference of NAFEO on March 22, 2001 featuring student-panelists from Tennessee State University and Howard University.  A PowerPoint overview of this event is provided at 2nd Conference Proceedings (DC).
