The State of the "Digital Divide" on HBCU Campuses - 2001 - a  brief review of the state of HBCU technology infrastructures and cogent issues needed to "accelerate" the closing of the digital divide among these institutions:

HR414 and SB 1034 on Funding the Advanced Network Program (not more than $250,000,000 for FY 2002), which is designed to "help close the digital divide among minority institutions."

Accelerating Digital Change: Strategic Visions and Goals  for Technology Enhancement on HBCU Campuses.   A select panel of HBCU CEOs will address strategies in which the closure of the divide can be hastened, such as (1) managing technology productively; (2) adapting best-practices to accelerate  Internet2 and beyond; (3) accelerating technology infusion and transfer through industry, government and other academia, (4) organizing for technology enhancement, (5) exploiting technology for learning enhancement through links to secondary schools, and (6) sustaining robust technology without overburdening students financially.

Accelerating Digital Change: Tactical strategies for meeting the technology needs on HBCU Campuses - A diverse panel of management and technologists will address key issues that positively or negatively affect the closure of the digital divide on HBCU campuses in administrative and operational settings in the short or near term. Such issues include but are not limited exclusively to:

Technology accelerators (NRTS, AN-MSI, Internet2, etc)

Managing the costs of university-wide technology 

HBCU technology linkages to the IT workplaces
